    The first important activity in any census is the enumeration. After development of the questionnaire, manuals, and forms, all materials need to be tested in the field. A series of manuals assists in this activity (as noted below). Data capture, editing, tabulation, and analysis assist in identifying any problems in enumeration activities. These need to be taken into account when final enumeration procedures are put in place for the Census. A post-enumeration survey is also an important activity to test coverage and content of the census; because it is a survey, it requires somewhat different procedures.

    The enumeration materials include the Pophous questionnaire (developed based on the UN Principles and Recommendations), forms (including the address register), supervisor’s manual, enumerator’s manual, guide for training enumerators, and the workbook for the guide for training. A model tracking system to assist in monitoring the enumeration is also included.
